The main organizing element of the concept is the main circulation pattern already impressed on the site: the perimeter roads around the site, and the Promenade Abraham Martin surrounding Bassin Louise. All functions have been organized around an interlacing of these two major circulation patterns, the outer automobile related and the inner pedestrian related. The subsequent building forms are consequently finger like with each segment of the fingers representing a point of interaction between the activity, and its automobile oriented and pedestrian aspect. These relationships remain essentially constant throughout each major activity area, and therefore define the design parameters for the building at all points within that area. Thus though the detailed design for each building segment will vary the overall complex will remain harmonious under the tenants of group form as long as the overall design function perimeters are maintained.
Superimposed on the overall order and singled out for special attention, is a pedestrian link from the future gare intermodale to Promenade Abraham Martin. This link is made by pedestrian bridge from the gare intermodale through the sports centre to the Belvedere where there is a lookout and stair transition to the promenade.
The control of housing density has been established by the extent of parking that can be easily accommodated under the finger pattern, taking into account that the water table precludes putting parking more than half a level underground, and that housing should be as ground oriented as much as possible with adequate distance between facing units.
The resulting building form pattern allows completely independent phasing packages, with no housing package more than 150 units.
The building forms shown indicate that characteristics of the smaller buildings of Old Quebec City are to be incorporated in the detailed designs: mansard roofs, dormer windows, heavy timbered balconies, with materials such as standing seam metal roofs, and masonry walls, either of brick or colored concrete block that emulate or compliment the Old Buildings.
