Urban Concept
The urban concept is based on the development of urban spaces which relate in character to the historic district of Old Quebec. The spaces and architectural forms are conceived as having a soft and friendly quality. In developing the urban spaces for this unique site, it was strongly felt that the design should be totally pedestrian orientated with the spaces inviting and leading toward the Bassin Louise and at the point of arrival on the Abraham Martin promenade, the should related to each other in a progressive relationship around the basin on a pedestrian scale as experienced from the promenade.
Materials
The use of earth-toned materials throughout the site would include the use of natural brick for wall cladding, coloured aluminum with baked-on factory finish for roofs, windows and commercial storefronts, exposed aggregate concrete walks and brick plazas, rest areas, etc.
Housing
The housing is designed in two areas. The south side housing is designed as two clusters around central green spaces. The number of dwelling units planned on the south side is 181 and may be implemented in two phases. The north side housing has 267 dwelling units which may be built in three phases. Parking for all housing is a half level below the existing grade. Direct access to all dwelling units is provided from the enclosed parking garages. In terms of massing, the higher buildings are related to the external streets and the lower family orientated buildings are closer to the promenade. The smaller family buildings are set apart to permit framed views to the basin. Corner dwelling units are designed in a wrap-around manner to increase views and gain maximum sunshine. Emergency vehicles have access to the housing via the Saint-Thomas Street entrance which leads to the Abraham Martin Promenade.
Public Market
The market is designed along an internal axial alley which extends parallel to the promenade. The stalls are designed in clusters facing the internal alley as well as directly relating to the exterior. Spaces between the clusters permit access from the promenade to the alley. The roof of the market over the internal alley is of a light steel structure with translucent plastic skylites. The roof over the market stalls is covered with canvas and is of a form and colour that expresses a carnival-like atmosphere related to the old markets of Europe.
Sports Centre
The sports centre building which is located on the axis of the Bassin Louise has been designed as a focal point and gateway building, providing views and a pedestrian entrance into the development from the public transport station.
