POST HIGHWAY CITY

POST HIGHWAY CITY is a practical guide offering concrete solutions for cities which, since the 1960s, have been subjected to development policies favoring the automobile to the detriment of the urban and pedestrian scale.

The guide applies specifically to Quebec City's eastern seaboard, proposing to make it a pioneer in sustainable urban development. It promises to restore a landscape that has been invisibilized and impoverished over the years by an urban development pattern characterized by the predominance of the automobile and industry. Extending over a distance of 8 km, the project aims to regenerate the ecological landscape of the riverbanks, while making them accessible to Quebecers, and to create a new qualitative shoreline, both as an entrance to Quebec City, and as a major, dynamic public space, federating and generating a new common identity for the eastern shoreline neighborhoods.

At the heart of the project is the removal of the Dufferin-Montmorency highway, a major physical and visual barrier that fragments the territory and impedes access to the river banks. Formerly a barrier, the highway right-of-way will become a true ecological corridor, enabling the regeneration of river ecosystems, promoting biodiversity and strengthening resilience to climate change. Existing natural areas, such as marshes and ponds, will be preserved and transformed into vast natural parks.

The rights-of-way vacated by the freeway will be transformed into public spaces where residents can enjoy a variety of recreational activities such as cycling, walking, cross-country skiing and access to water. In addition, artistic interventions will transform the remains of the motorway into aesthetic and playful elements, contributing to the enhancement of local heritage and making the new park a tourist attraction, promoting ecology and sustainable urban development.

The elimination of the freeway will be made possible by a complete reorganization of the mobility scheme. This includes the redistribution of traffic flows to other roads, the creation of a tunnel, and the introduction of new modes of public transport, such as a tramway and an urban train, to offer efficient alternatives to the private car. The road infrastructure will be redeveloped to encourage soft mobility and link the neighborhoods together, helping to create a more convivial and sustainable urban environment.

The area's rising property values will be regulated by a strict urban plan, giving priority to the construction of social housing. The plan will include the construction of a building fronting on the water, a new façade for this neighborhood in transformation.

The POST HIGHWAY CITY project is part of a broader vision of sustainable urban development, which aims to enhance the site's history while promoting the creation of a quality urban environment that meets the expectations of citizens. By integrating principles of ecological regeneration, soft mobility and heritage enhancement, this project offers an innovative model of urban redevelopment that could serve as a benchmark for other cities facing similar challenges, establishing Quebec City as an example to follow.
