BACK TO THE RIVER

Back to the River is a vision for the next generation of land management on the eastern shore of the St. Lawrence River. The future Littoral Est will offer a model for urban development and rewilding in Quebec, based on the interdependence of contemporary climate actors (including people, animals and plants). By leveraging interconnected green infrastructure to connect the lakefront to the city, expand parks and soften the shoreline, the plan envisions a place where city and nature are inseparable.

The team blended creative interdisciplinary thinking, ecological research and design to propose several initiatives that emerged from extensive research and a strong citizen engagement process. These recommendations form the cornerstone of the final report:

- Improve dike design.
Move away from purely technical projects towards projects that take into account and promote ecological and social life. The idea includes proposals for an emblematic open space on the embankment.

- Integrating nature into development strategies.
Whether it's helping residential communities reduce the cost of flooding threats, or making coastal ecology visible in downtown open spaces, the aim is to introduce ecology at all levels.

- Establish liaison strategies for conservation and environmental education.
Link excavation agencies with ecology and restoration organizations to evaluate regional coastal barrier proposals, particularly riparian areas, and develop a regional boulevard plan for the Dufferin-Montmorency Highway.

- Enhance parks and open spaces and adopt flood-resistant play strategies.
Minimize the use of infrastructure to cope with flooding and sea-level rise. Instead, using green infrastructure and strategic infill, the development program should focus on protecting open spaces and incorporating species that absorb more water than traditional lawns.

The final report calls for Littoral Est to be :

- A historic, pedestrian-friendly waterfront city, embedded in nature along the banks of the St. Lawrence River;

- Here, residents can find quality jobs and all workers can find quality housing; -

- A great place to visit - because it's a great place to live: Coastal Restoration Initiative and Natural Creation Center;

Continuing the urban development of Phases 1, 2 and 3, the construction of Phase 4 will reconnect people to the riverfront and be valued for their contribution to the region.

Our design goal was to create an extraordinary lakefront that captures the essence of the St. Lawrence River. Back to the River proposes an innovative model of urban living where nature and the outdoors blend for entertainment, social gatherings, cultural events and economic opportunities - welcoming to all.
