Description

WHERE THE RIVER NARROWS

"Where the river narrows", an Algonquin term in Quebec, reveals its geographical significance along the St. Lawrence. Despite the benefits of urbanization, challenges remain: barriers on the waterfront, interrupted networks and under-utilization of the St. Lawrence. In the face of population growth and housing shortages, the sustainable balance of civic evolution remains an enigma. "Where the river narrows" requires action to shape the future of "where the lifestyle expands". The project's vision seeks to harmonize environment and development, creating a shoreline that blends local memory, innovation and community, for a new gateway to Quebec. Strategies define three urban centers along the shoreline, supported by a green "belt" and transportation system, linking the waterfront to the overall urban fabric.

01. Introduce an optimized connectivity system:

- Break the physical barrier of the waterfront by realigning the highway to inland areas, consolidating transport volume vertically.

- Introduce an elevated highway system to free up land for development, open spaces, slow-speed local traffic and public transport.

- Reposition the existing non-activated rail corridor into a new light rail system, linking the shoreline to downtown Quebec City. Encourage public transit options, improve ease of travel and reduce dependence on individual vehicles.

- Integrate pedestrian and cycling connections into the road network and along the waterfront's green "belt". Create links to destinations as well as opportunities for exercise and recreation.

02. Reclaim the shoreline for all:

- Refine waterfront neighborhood regulations to encourage sustainable urban living with variable programs and place characteristics.

- Implement a transportation-oriented development strategy by introducing more complex spatial programs and higher-density development at key transportation nodes.

- Restore the natural shoreline to bring back a healthy ecological system. Create accessible open spaces and uninterrupted reserves to enable natural regeneration and rehabilitation.

03. Weave a diversity of neighborhoods to support sustainable growth:

- West - Innovative Economy: presents a second hub of innovative economic activity for technology, light industry and supporting civic infrastructure, close to downtown.

- Centre - Education and Culture: introduce cultural infrastructure (e.g. libraries, theaters, galleries) to celebrate the festive city, support education and research institutions.

- East - Health and Leisure: embraced by the landscape, promoting ecotourism and creating a hub for hospitality, health, elderly care and retirement housing. Unlock diverse housing and economic incentive opportunities around these neighborhoods to support future urban growth.

04. Adapt to environmental challenges:

- Ensure successful integration of new civic developments with the green and blue grid, enabling connections between urban habitats and wildlife corridors.

- Create opportunities to bring the city closer to the water and bring the water back into the city, allowing adaptable space to capture rising water levels.

- Reintroduce conservation and recreation wetlands and built-up land to retain, filter, restore and release water back into the system.
