A DETOUR ALONG THE BEAUPORT ROADS

Reimagining peri-urban mobility patterns and the diversification of Quebec City's peripheral fabrics.

Regional transportation modes and their rationale have evolved considerably in recent decades. They have left their mark on the Beauport district. The intervention area is surrounded by highways, isolated and offers few local services for a neighborhood that is key to the dynamic link between Quebec City and its northeastern territory.

We propose a two-pronged intervention:

1. deactivation and reduction of the oversized Dufferin-Montmorency highway to open up local communities and reorient the district towards its coastline. We propose to return to nature part of the road surfaces along the water, transforming the coastline into a wild coastline. The path running along this coastline becomes a promenade. River deltas and creeks are restored. We return the land to its natural habitat and encourage local wildlife to reclaim its place, while benefiting Quebec City and its citizens.

2. As a complement and counterweight to the regional-scale redevelopment of the Dufferin Montmorency highway, we propose to reinvest the land of the former railway line that crosses the Beauport district upstream from the highway. Transforming it into participatory plots, with multiple uses dependent on their direct juxtaposition, will help regenerate local communities, diversify the use of these sites with local businesses, and above all offer greater autonomy to citizens. It is this new dynamism that will also enable them to connect fully with the restored coastline.

For over a century, the road and rail networks running through Beauport have accelerated transport and travel between different regions of the province. The result has been to isolate and cut off the St. Lawrence coastline from its strong points and from Quebec. Instead of short-circuiting this area, we're proposing a detour where it's once again possible and attractive to take the time to discover the St. Lawrence coastline and its upstream urban fabric through its new paths.

The project captures the momentum of the new tramway in the making, which extends as far as the Maizerets district, by imagining additional stops that will convince the mobility of city dwellers eager for more space, encouraged by the wave of telecommuting. The aim is not to replace local micro-industries, but to mix them with those who wish to work from home.

The tramway continues to the Chutes de Montmorency, now an integral part of the Grand Parc Ecologique de Montmorency. It assumes its strategic position as the first stop on the Charlevoix train, opening the door to the northeastern coastline. An additional cultural dimension is added to the park in the form of a museum to pay tribute to the history of industrial development and settlement of this coastline powered by the hydraulic energy of Montmorency Falls and the railway.

This proposal envisages eliminating the highway in its central portion, between Baie de Beauport and Etang de la Côte, in favor of a large green park, thus opening up the vast majority of the area to a strong and unexpected reconnection between riverside neighborhoods and the river. Overall, this is a well-balanced proposal, sensitive to what is happening or could happen in the rear fabrics of the coastline, in the development of neighborhood cores and in their interactions with the river. Overall, the clarity of the intentions and strategies demonstrated is unanimously appreciated, and this proposal responds particularly well to the first three areas of intervention challenged to the designers.
