Description

Design Concept
The organization of the site connects to and compliments the surrounding areas. It reconciles the contrasting uses and the extremes of changing climatic conditions.

Context and Building Forms
South of the Bassin Louise Intérieur, the height of residential buildings approximates that of adjacent existing buildings. The proposed apartment structures are similar in geometry to both the cruising boat docks to the north and to the piers and slips located between Rue Rioux and Rue Des Navigateurs to the east. Accordingly, they create a series of corridors which lead to and frame views of the water and its activities. They also accommodate the northward extension of rue Saint-Thomas and a new street which extend the existing fabric of the city down to the waterfront.

Axes and Vistas
Tall residential tower structures are used to integrate the scheme at an urban design scale with its surroundings by establishing axes, vistas and entrances.

Waterfront Image
The plan forms a waterfront image appropriate to Quebec. Wall Buildings frame harbour views, create public spaces protected from climatic extremes and present a façade or bay front to the water. High Tower Buildings act as beacons to organize the axes and sightlines required to coherently integrate the project with the existing city fabric and the river.

Public framework
The network of public and semi-public spaces includes two streets south of the Basin which lead to the water's edge promenade and the retail square. Public Squares flank the market. The major park at the head of the Basin is open for passive recreation uses and forms the forecourt to the sports and recreation pavilion.

Jury Report

The jury noticed the clarity in the division of the different sectors.
The human scale is weil controled ail around the basin and conserves a good density of housing units.
The tower at the head of the basin is difficult to justify, while the one near the twin silos forms a valid link between two systems.
The dwellings oriented towards the north on the northern jetty offer very little interest.
