Description

Five Guiding Principles
-New development should take full advantage of the waterfront and marina.
-New development should extend and consolidate the urban fabric of the old city and aid to its revitalization.
-The development should have a clear identity of its own that responds to modern aspirations and local tradition.
-The development should buffer the site from industrial activities taking place immediately to the north.
-The project should be cost realistic and profitable to build; and easy to implement and suitable for phased development or development by various independent parties.

Overall Planning Concept
The site is viewed as a strip of land contained between two major circulation routes - an inner on (Abraham Martin Promenade) for pedestrians, and an outer one (Abraham Martin Boulevard) for automobiles.

The presence of these routes and the curving of the site around Louise Basin establish two main directions of in-site orientation: major views and pedestrian activities are focused inwards towards the water and the promenade; all vehicular access, on site traffic and parking are oriented outwards to the perimeter road.

Residential, commercial and recreational facilities have been independently zoned between these hands of circulation, creating a natural buffer zone that minimizes the impact of automobiles on the waterfront and separates predominantly pedestrian activities from cars and trucks.

Each facility has its own access from and across to the perimeter road to simplify circulation.
