Founded in 1992, the Est-Nord-Est Artist Residency provides support for research and experimentation in contemporary art in a professional exchange environment, in contact with a unique traditional know-how. Est-Nord-Est welcomes artists from all disciplines and practices in visual and media arts. The center is home to established and emerging professional visual artists, about 50% of whom are from outside Canada. Each of the three residencies, lasting two months, immerses artists in the heart of the village of St-Jean-Port-Joli, its local expertise and its rural and fluvial environment. Est-Nord-Est offers adapted technical and logistical support that allows artists to invest in new creative territories without a predetermined production objective. In addition to its support role and its specificity, Est-Nord-Est actively participates in the understanding and appreciation of current art by highlighting the creative process to different audiences.
It is the precariousness of the original building and its obsolescence that lead East-North-East to develop the present project of immobilization. Fragilized and poorly insulated, the building forces staff to stop working in the winter season. In active seasons, users suffer serious drawbacks that increase over the years. The leaking roof and rooms that are damp and difficult to heat are two recurring examples. The structural and spatial analysis of the current building has established that a rehabilitation would be too expensive compared to a new construction. The use of existing walls is a major constraint to the layout of new spaces, and the architectural quality of the current building does not deserve to be preserved. This context made it possible to establish several objectives pursued by Est-Nord-Est for their capital project. These objectives are intended to meet the needs of artists and employees, the expected operation of the establishment, the shortage of lodging available in the high season in the region and to promote and disseminate contemporary art.
The main objectives pursued by East-North-East are:
- enable the organization to acquire permanent management and reception infrastructures;
- allow the organization to acquire the equipment and spaces necessary for carrying out and developing its mandate with artists;
- increase accessibility to contemporary art;
- position oneself at the national and international level;
- increase the visibility of the center within the cultural community;
- provide East-North-East employees with a healthy, friendly and functional work environment;
- provide timely services to members (rental of workshops, technical support in sculpture, documentation center, training and development workshops);
- promote the expression of contemporary artistic research, vernacular ingenuity and the encounter with rural life;
- consolidate the place of East-North-East in the region by the realization of an "icon building";
- to offer community residents as well as visiting visitors a mobile showcase of sculpture interpretation in Saint-Jean-Port-Joli.

After this exchange, it was proposed to proceed with a first elimination. It was unanimously decided to reject the proposals of NHM and PF for the following reasons
NHM: In spite of the great technical control and the constructive simplicity of the proposal, the jury could not be convinced that it would fit harmoniously into the existing context. The raw materiality and the rigorous and uncluttered volumes resulted in an austere image that did not optimally meet ENE's expectations.
PF: Despite the recognized qualities of the concept and the boldness of the proposal, the jury could not ignore its concerns about the resolution of several operational aspects generated by the creation of two buildings, about the risk of budgetary slippage and about the efforts to be deployed for the construction of a high risk roof. The proposed integration into the existing context through the new massing and materials did not convince the jury.
Discussions continued on the BL and MC proposals.
MC: The jury recognized the richness of the interior space of this proposal, the relevance of the functional distribution as well as the links with the immediate environment, notably through the garden courtyard. However, the jury was not seduced by the strong opacity of the street façade, nor was it convinced of the team's willingness to review this aspect of the proposal. The concern about the siting of this new volume in a rural context and the ability to define ENE's new identity could not be mitigated.
BL: The jury unanimously recognized the conceptual power of this proposal twit for its volumetric simplicity. its adequate contextual integration as well as its careful architectural language It was also impressed by the ability of the new building to welcome the landscape within its walls, to play with the interior and exterior boundary in a skilful way and thus create friendly, welcoming and warm spaces. The jury also appreciated the functional distribution despite some shortcomings in the privacy of the living spaces. The openness clearly shown by the team to correct these deficiencies during the hearing reassured the jury.
A vote was then held. Taking into account all of the judging criteria previously determined by the members of the Jury, it was unanimously decided to recommend the project of the firm Bourgeois Lechasseur as the winner of the competition.
