THE COASTLINE THAT BREATHES

The St. Lawrence River has given Québec City a significant identity, not only the clifftop château in the historic part of town, but also the spectacular opening of the tidal shoreline in the eastern part of the city. However, this important natural treasure has been blocked by an artificial road infrastructure.

Our vision is to transfer the gray edge of infrastructure to a linear park of green openness, and the shores of the St. Lawrence River will once again embrace urbanity. There are 3 comprehensive planning strategies to evoke change.

1. New transportation - buffering gray infrastructure for a sustainable green vein

By upgrading the existing highway and reusing the vacant rail line, we proposed an 18-km transit loop linking downtown, the riverfront, Montmorency Falls and adjacent communities, including a trolleybus line, bike path and jogging trail. Trolleybus Station 15 encourages citizens to use low-carbon transportation and reconnects communities.

Two landscaped circular bridges are proposed to improve connectivity with the riverfront and catalyze significant urban development in the surrounding area. The bridge itself also represents an architectural work of art creating features for the banks of the St. Lawrence River.

2. New riparian green space - simplex artificial shoreline towards a diversified riparian system

The existing riparian space is inaccessible and acts as a buffer for road infrastructures. The boundary between land and water is an important place for ecological diversity, not only for wildlife such as fish, birds and insects, but also for human beings. We have proposed 137 ha of green space for local habitats to improve the resilience of the coastal ecology and enable citizens to engage with aquatic nature with low impact.

Given seasonal climate change, the shoreline landscape will be dynamic and flexible to adapt to change. The increasing diversity of the shoreline, such as marshes, rocky shores and sandy beach, will provide a living environment for migratory birds in summer. Visitors will be able to observe migratory birds on the forest trail, by kayak and in the pavilion. The frozen riverbanks will become a vast open space for citizens in winter, who are also concerned about soil planting under the ice.

3. New urban development framework - A negative urban planning advantage for valuable waterfront development

Two vacant neighborhoods have been chosen as the engine for urban redevelopment, which not only increase real estate value and provide funding for public infrastructure construction, but also incubate new industries for the city's future economy.

The western part is the Green Ring eco-campus, which will be an experimental district for the green and intelligent building industry, one of Quebec City's important industries. The campus contains offices, laboratories, workshops and exhibitions, with mixed-use functions expected to generate further potential. A low-carbon park adjacent to the campus will host events such as an intelligent building festival and music concerts.

The eastern part is the Color Ring innovation campus, which contains a modern campus, a traditional textile town and a riverside park renovated from a freeway auxiliary lane. It creates a living and working community and demonstrates a new urban lifestyle in Quebec City, one that promotes walking, water and public amenities.
