Description

In the current atmosphere of economic and environmental uncertainty, it is becoming clear that climate change and sea level rise are going to be worse than models have predicted. “We are basically looking now at a future climate that's beyond anything we've considered seriously in climate model simulations,” announced Christopher Field of the UN IPCC. Ten meters of sea level rise by 2110 in a world with unprecedented energy costs provides a framework to jumpstart Vancouver's response. Our vision of the future is speculative and even fantastic and functions both to present future possibilities and also stimulate a critique of existing institutional structures.

Traditional cities maintain infrastructure to provide the necessary amenities for urban life. Sewer and water systems together with transportation and communication networks allow for the functioning of cities. In Vancouver 2110, an expanded level of amenity will be necessary to sustain urban life. Imagined as a rhizome of amenity, the Hastings Street corridor will become an urban spine as rising sea levels encroach on the city's land base over the next 100 years. Mandating targeted transformation in some areas and surrendering control to natural processes in others may be the only viable response to radical climate change.

Rising sea levels will transform low-lying industrial lands into wetlands; the high ground will see concentrated forms of dense urbanism. A new Power and Agriculture Zone along the Hastings corridor will encourage redevelopment around this amenity spine. This zone incorporates a radically expanded role for public infrastructure as inhabitable, productive, energized urban space. As the spine develops, its energy mandates define circulation routes, its agriculture mandates support social enterprise, and its transportation mandates foster laneway development. As each mandate achieves multiple ends, Hastings Street accretes an urbanism relevant to the 22nd century at the beginning of the 21st.
